The PriviLegend has obtained the full transcript of the conversation between General Milley and his Chinese counterpart, General Li Zuocheng, in the immediate aftermath of the 2020 election. It appears that the transcript stems from a recording made by the Chinese Authorities.
Innumerable High-Ranking Senior Officials from the Intelligent Community familiar with the issue, anonymously confirms that they have on multiple occasion being witnesses to collaborating information being presented by authoritative anonymous sources that there has indeed been unofficial suggestions that a rumor concerning these discussion has indeed been widely circulating within the Intelligent Community.
This information has been further confirmed by reporting from New York Times and CNN.

Well yes… I mean… ‘annihilation’ might be a bit strong… let me rephrase… ‘extermination’?… nah, probably worse… ‘eradication’… no… what I actually meant to say is that we won’t be bombing you.

So… so far we have established that the US won’t attack us, and we won’t attack the US. We’ve also established that President Trump, according to you, is in some kind of colorblind rage because of the election. All very interesting, but what are we supposed to take from this information? I mean, what is the purpose of this information sharing?
General Milley:
Well, I thought it would be in the best interest of… I mean… I think… you know, I just wanted to reassure you that we’re not going to attack you. You have my word. We’re not going to attack you, and if we do, we will warn you in advance, so it won’t come as a surprise.

So, you’re saying that we have your personal word as a US General that if the President of the United states issues and order for attack on the PRC you will personally block such an order and take full command of the US military, and yet, if you then upon taking command decide to attack the PRC anyway, you’ll be warning us ahead of time?
General Milley:
Exactly. You’re spot on. Well… I guess… I mean, yes, but with some qualification… it’s very complicated you know… You see, I’m not alone in this. I’ve spoken with all the senior leadership of the Democrat party… that’s actually a political party in the US…
General Li Zuocheng:
… yes, I’m familiar with the political structure in the United States…
General Milley:
… yeah… so, I’ve spoken with them, and everybody’s in on it, so it’s not just me…
General Li Zuocheng:
… I see… and uhm… uhm… and… and in your country, this is acceptable procedure and protocol?
General Milley:
Of course it is. We’re a Democracy you know. It’s for the better of both the peoples of US and China. We’re all in it together. It’s the equitable way of fortification of our Democracy. And above all, it’s very inclusive…
General Li Zuocheng:
…hmmm… I see...
General Milley:
So… Do we understand each other…
General Li Zuocheng:
… [short pause]... General, I’m not entirely sure… [sigh]… I mean, I fully understand you and your message. But I’m entirely convinced that you do not understand me. In fact, I’m not even sure you understand the term “Democracy”. In fact, I even doubt that you even have the faintest appreciation of what the “United States Constitution” means. I don’t mean to be insensitive, but I will nevertheless explain our position on the matters that you have put forward.
Until this call, the People’s Republic of China had always considered the United States of America to be what is referred to as a “Constitutional Republic”. In the Chinese Military Academy, we study the various types of governance applied throughout the world, and we are actually taught the differences. What you are achieving with this call is to remind us of how far the institutions of the USA have distanced themselves from the originating ideas of the US Constitution. We are of course astutely taking notes of your propositions, and will obviously enact appropriate policies reflecting this new reality.
Nevertheless, The People of China have no interest in meddling or becoming involved in the internal affairs of the USA. The USA is a sovereign country and politically unconnected to the PRC, and hence, we see all this as none of our business.
However, that being said, the Internal affairs of China is our business, and when we are forced to evaluate external threats and/or opportunities toward our country and the appropriate measures to be taken in respect to these, we equally have our particular procedures and protocols.
Perhaps it is one of the more peculiar Chinese cultural quirks associated with such protocols that we do not tolerate ANY Military Official, regardless of Grade, to be going behind the back of, and/or undermining Our Commander in Chief. In fact, one of the more interesting aspects of this particular cultural quirk is that we are able to find interesting and excruciating new ways to execute the culpable swiftly, without discussion or hesitation but sometimes with a little fanfare. This of course after a duly conducted Chinese trial.
Therefore, I respectfully suggest that in order to fulfill your … how shall I put it… ‘uncustomary quest’ towards your somewhat obscure goal, you may consider the following advice, that I offer in friendship and the spirit of mutual corporation.
First, I would suggest that you call your NATO partners to ensure the necessary coordination that most probably would be expected in an alliance like NATO.
Second, once you’ve established a… how do you say… ‘common front’, you should choose a World Leader of significant importance and gravitas, and NOT a civil servant, to place a call to our Chairman XI directly, thus avoiding any incidental appearance of misconduct and deceit. Further, it would eliminate the perception of the US Military command unilaterally trying to have Chinese Officials try to circumvent their own Commander in Chief, Chairman Xi.
